Instructions:
1. Prepare Ribs: Marinate the spare ribs with 1 tbsp soy sauce, rice wine (if using), and half the minced garlic and ginger for at least 30 minutes.
2. Browning: Heat oil in a wok or large pan over medium-high heat. Brown the spare ribs in batches, ensuring not to overcrowd the pan. Set aside.
3. Sauté Aromatics: Add remaining garlic and ginger to the pan, sauté until fragrant. Add the dried red chilies and sauté for another minute.
4. Stir-fry Green Beans: Add the green beans to the pan and stir-fry for 2-3 minutes until slightly softened but still crisp.
5. Combine and Simmer: Return the spare ribs to the pan. Add the remaining soy sauce, oyster sauce (if using), and sugar. Stir well. Add the water or broth. Bring to a simmer, then reduce heat to low, cover, and cook for 15-20 minutes, or until the ribs are tender and the sauce has thickened slightly.
6. Serve: Serve hot.
